A Kingdom is one country ruled by a King or a Queen. An Empire is made up of several distinct territories administered by an Imperial government, and headed by an Emperor or Empress. For example, before the First World War, the Emperor of Germany ("Kaiser") was Wilhelm II, but at the same time, he was also King of Prussia. Nicholas II was Emperor of Russia ("Tsar"). He headed the "Russian Empire" which was comprised of the actual country "Russia" and subordinate satellite territories administered by his Imperial government.
