For a CANADIAN, I mean. I've never really paid much attention to temperature until recently, and I'm trying to get an idea of what it feels like at different temperatures.

For some, yes. It depends on how cold-sensitive one is, as it varies from one person to another. It might feel chilly if there is a breeze in those conditions though.
Considering I wear a hoodie in -20 temperatures in winter, I think its warm enough. Depending where you live in Canada 13 degrees is the temperature you get during fall/autumn in southern regions like Toronto, etc and cooler the farther north you go
For me i think that is T-shirt and Pants weather, but Im from the Southern US so your warm and my warm are 2 very different things the coldest temp ive ever experienced though is 1 degree Fahrenheit, so that's my opinion.
Yes it is, sometimes I wear shorts and T-shirt in 10°C or in 5°C. Winter was sooooo long in this year I couldn´t wait to wear the summer clothes (even it was only 5°C XD).
In July ? 13C is colder than our Winter ! We avg 20C + in the winter ! You must be in the tundra.
